Cabinet Minutes

Saturday, January 26, 2008

The meeting was called to order at 10:00 am by District Governor Terrell Thompson.  Vice District Governor Jene Steakley introduced guests and Past District Governors.  District Chaplain Ray Copeland led the pledge to the flag and gave the invocation.  

Cabinet Secretary Peg White brought the minutes from the last cabinet meeting. IPDG Tom White moved to dispense with the reading and upon motion by Lion Dave Freriks, and second by Lion Jake Bentley, they were approved as printed.

It was pointed out that International will have a new deadline for MMR’s beginning April 1, 2008.  If you file your report by mail, it must be postmarked by the 20th of the month you are reporting.  If you file online, the deadline is the last day of the month you are reporting.  This is hoped to make billings more accurate. 

A list was passed out of clubs which had not submitted their MMR’s in several months. 

Cabinet Treasurer Howard Darwin gave his Treasurer’s report.  Lion Raleigh Hudzietz moved, Lion Fredda Buckner seconded, and it passed to accept his report.

Some of the items mentioned were:

Newsletter – special thanks to Lion Peg White and IPDG Tom White for the work on the newsletter and getting enough advertising to pay for all the issues.

Budget was based on more membership than we currently have – 1711 last year and 1605 now.

PDG Art Cook appreciates that our District is financially strong and in the black

The District Fundraiser ticket sales were discussed at length with Lion Joe Freeman moving and Lion Jake Bentley seconding that we continue selling tickets until the drawing at the District Convention in April. The motion passed.   

PDG Duane Howell gave a report on the Special Permanent Committee Fund. 

Lion Peg White asked the clubs in the District to consider putting the Youth Exchange in their budget this year to help defray costs.

Lion Danny Leake reminded us that we will need to fund the Opportunities for Youth scholarships for Drug Awareness and Diabetes. 

Membership is down 61 members through the first 4 months of this fiscal year.   Additionally, Post, Spur, New Deal and Ransom Canyon have all been placed on status quo.  These clubs have all been contacted but there has been no positive response. All of these clubs owe past dues to International and are targets for financial suspension from LCI as well.  Gov. Terrell suggested we look for opportunities for reorganizing these clubs in the future as well as looking for people who are already meeting with a common cause who might want to become a Lions Club. There was a question of the Jayton club but Lion Dave Freriks said at his visit there were 12 present and they want to continue. 

Dan Warrick gave the report on the Constitution and Bylaws, and proposed amendments to be voted on at District Convention. 

 ARTICLE V: DISTRICT ORGANIZATION

SECTION A: CABINET & OFFICERS "SECTION A: CABINET & OFFICERS 

(D)       Any  Texas Lions Camp Director, or any elected position to the board of directors of a district affiliated charity or project, who is negligent in his or her duties and responsibilities, or for any other good and just cause, may be removed from office by a two-thirds vote for removal by the District Cabinet.

(DE)    Any vacancy in any District office, except that of District Governor and/ or Vice District Governor, shall be filled by appointment of the District Governor for the unexpired term thereof.

(EF)     No salary shall be paid to any officer of the District. 

SECTION C: REGIONS AND ZONES

(A)       The District Governor shall divide the District into Regions of sixteen twenty five (1625) or fewer Lions Clubs.  Each region shall be divided into zones, which shall be composed of no fewer than four (4) and no more than eight twelve (8 12) Lions Clubs. 

( C)      ZONE MEETINGS.  Meetings of the representatives of all the clubs in a Zone including the District Governor's Advisory Committee members, with the Zone Chairman presiding, shall be held at least three (3) times during the fiscal year at times and places, and in the manner fixed by the Zone Chairman of the respective Zone. 

ARTICLE VI

SECTION B(2):

There shall be a permanent committee to handle all other funds collected for any purpose except those designated in Section A: Administrative Funds.  The committee shall always be comprised by three members, all of which shall be Past District Governors.  The committee shall be self‑perpetuating and in the event of a vacancy on the committee, the successor shall be chosen by the two remaining members.  The members of the committee shall elect one of their number as Treasurer to handle the funds subject to the instructions of the committee as a whole.  The three original members of the committee shall be Past District Governor Tut Tawwater, Past District Governor Duane Howell, and Past District Governor Charles Shannon.

The committee shall set up an operating procedure for the handling of these funds.  Appropriate bank accounts shall be opened by the treasurer for the funds as the operating procedure requires.  The committee shall provide for an annual report of the records of the funds under their care with financial reports provided at each Cabinet Meeting by the committee treasurer.  The annual report shall be due no later than the second (October) Cabinet Meeting each year. Disbursements for expenses and prizes shall be paid out of the appropriate funds by checks signed by the committee treasurer and countersigned by one other committee member. 

Section F:

The District Governor shall provide for an annual audit report of the books records of the administrative funds with financial reports provided at each Cabinet Meeting by the Treasurer (or Secretary-Treasurer).  The final audit annual report shall be due no later than the second (October) Cabinet Meeting each year.  

Concerning Section A, Lion Dave Freriks moved and Lion Jim Dulin seconded that it be passed with the one change of  “other annually” deleted. Motion passed.

Concerning Section C, Lion Raleigh Hudzietz moved and Lion Jake Bentley seconded that it be passed as submitted. Motion passed.

Concerning Article VI with Sec. F, Lion Howard Darwin moved and Lion Jim Dulin seconded that it be passed as submitted. Motion passed. 

District Governor Terrell gave a report on the MERL Team.  Video training is going to be made available for clubs on the duties and helps for Club Presidents, Secretaries, Leadership, Zone Chairmen, Tailtwisters, and finding the Purpose behind Your Club, as well as other potential topics. 

Zone Reports were called for:

Zone 1A – Lion Peg White – All clubs have been contacted and we are especially proud of Seminole for their fall fundraiser and Littlefield for their community service in December.

Zone 1B – Lion Jake Bentley – Recognized the Tech Red Raider Lions, Brittani Henry, president and Kerri Newman, secretary for their attendance and participation.  The Tech club wanted special appreciation to the Shallowater Lions for their continued support.

Zone 2A – Lion Raleigh Hudzietz – reported that his clubs were doing good. Raleigh then gave a report on Campaign SightFirst II and all the great things they are doing. He stressed that all the clubs in the District need to give something. He also presented a letter from the wife of PDG Robert Becker asking for help at the fundraiser for Terry Becker.

Zone 2B – Lion Bub McIver – reports that all is well in his zone.

Zone 3A – Lion Jim Dulin - reports that all his clubs are doing well except Lorenzo. Also that Lubbock Christian University Lions will begin sending in their reports soon.

Zone 3B – Lion Fredda Buckner reported that Rotan Lions has 4 new members! Her zone is down 16 members because of Spur and Post.

Zone 3C – Lion Kip Culp reported positive feedback for the jobs of the Region Chairmen speaking on behalf of the Governor. 

Lion Joe Freeman encouraged all clubs to submit their forms online.  Redbud and Industrial Lions recently donated the materials for a ramp to be built for a handicapped person.  

Lion Danny Leake spoke about Lionism and the touching stories with special opportunities to serve our communities and the need to share this to increase membership. Lion Danny is the Chairman for Youth Opportunities and he encouraged all clubs to participate in the Drug Awareness Speech, Diabetes Essay and Outstanding Youth Award Contests to be held March 11, 2008. Governor Terrell reported that Redbud Lions are a Model Club for Campaign SightFirst II. To be a model club, money must be donated that equals $400 per member. Congratulations Redbud!

Elections Report:  Governor Terrell has received letters of intent to run from the following candidates:

VDG Jene Steakley, Snyder Lions Club – District Governor

Lion Fredda Buckner, Roby Lions Club – Vice District Governor

Lion Mildred Parker, Roby Lions Club – District Hearing Bank 

All letters must be to the Governor 30 days before the convention. 

The District Golf Tournament will be hosted by the Floydada Lions Club on Saturday, April 12th. There will be 2 go-rounds at an estimated cost of $40.  exact entry fee for the tournament will e determined in the near future. 

The District Convention will be Saturday, April 19 in Levelland, Texas. Lion P.A. Willmon will have the information on that event. Information will be in the March Windmill. 

Lion Dan Seale reported that the District Eye Bank Board needs nominees. 

Gov. Terrell reported that the Texas Lions Leadership Forum in Austin, Texas, in March has some free rooms available.  See him for details. 

The State Convention will be May 15 – 17, 2008 in Amarillo, Texas.  Details and registration forms are in the Windmill. 

The 2009 State Convention will be held in Lubbock, Texas and the clubs of District 2-T2 will need to be supportive in several ways. Our clubs need to put advertising in the program supporting Jene Steakley as Governor and we need to be ready to volunteer to help Chairman CCE Bernie Gradel in any way we can. It was suggested that clubs have their meetings at the State Convention luncheon or dinner. 

Concerning the travel to the International Convention in Bangkok, Thailand, Governor Terrell Thompson prefers not to go overseas but to go to Lions USA-Canada Forum, September 18-20, 2008 in Saskatchewan, Canada.  Not action was taken on this.  

PDG Joe Hargrove reported that Campaign SightFirst II is not over in July because clubs have 5 years to meet their obligations. He challenged ALL clubs to give SOMETHING!! 

The meeting was adjourned at 11:40 am by Governor Terrell Thompson. 

At the Luncheon, a Bob Knight signed basketball was auctioned and it was moved by Lion Joe Freeman and seconded by Lion Howard Darwin that the proceeds be split and that $6 be given to Campaign SightFirst II from all the District 2-T2 clubs. Motion passed.
